My understanding is that the only restriction had to do with commercialization.
This would mean that your local gas station can not employ women to be topless and be gas jockeys.
This would be for Ontario, where I live.
I remember when after the court decision was made and going to a local beach where a few women were sun bathing topless.
Since then, nothing but nursing mothers.
