On November 3, the Government of Ontario released its
COVID-19 Response Framework: Keeping Ontario Safe and Open to ensure public health measures are targeted, incremental and responsive, while keeping schools and businesses open, maintaining health system capacity and protecting vulnerable people.
Effective Monday, November 16 at 12:01 a.m., York Region will move to the
Control - Red zone. In this zone, broader-scale restrictions across multiple sectors must take place to control transmission. This is the most severe zone before widescale business or organizational closures.
Restrictions in the Control โ Red zone include:
- Gathering limits for all organized public events and social gatherings set to 10 people indoors and 25 people outdoors
- Gathering limits for religious services, weddings and funerals set to 30% of capacity indoors and 100 people outdoors
- The requirement for COVID-19 screening at all workplaces
- The requirement for face coverings in all public spaces (with limited exemptions), including indoor workplaces
- The requirement for enhanced worker protection (e.g. eye protection) where patrons without face coverings are within 2 metres of workers
- Workplaces must develop and implement a communication or public education plan to highlight and reinforce risk
- Physical distancing must be maintained
- The advisement to restrict non-essential travel from areas of high transmission to areas of low transmission
There are also several measures and restrictions placed on different sectors, including:
- Maximum number of patrons permitted to be seated indoors at restaurants and bars is limited to 10
- Gyms and fitness studies are permitted to open with a maximum of 10 people for indoor classes, a maximum of 25 people for outdoor classes and a maximum of 10 people indoors for the areas with weights or exercise equipment
- No games, scrimmages or practices are permitted for team sports
- Cinemas and performing arts facilities are closed to spectators, with the exception of drive-in cinemas
- Casinos, bingo halls and gaming establishments are permitted to be open with a limit of 10 people indoors and 25 people outdoors
- Personal care services requiring removal of face coverings are prohibited
