They're more commonly called "rumble strips" and they're everywhere in New York on the highways, and even down the center of the road on the lines in Pennsylvania. They alert drivers when they are getting too close to the shoulder or center of the road, in some states when they drive over them and, as answered above, can help to wake up sleeping drivers.
