First, make sure it is fleas as bed bugs look very similar. Put on extremely white socks and walk around. Fleas tend to jump around and "attack" anything that moves. You will see them very easily this way. If it is fleas as you suspect then then my recommendations are as follows:
Essential Oils for Bites:
Chamomile (anti-histamine, anti-allergic, anti-inflammatory, and wound cleansing properties) - DO NOT use if you are allergic to ragweed or are susceptible to skin irritation
Lavender (wound cleaning, analgesic properties)
** These can also be used in raw, dried form in bath sachets **
Essential Oils for Flea Control:
Peppermint
Spearmint
Lemon Grass (Melissa)
Lavender
** Add 3-5 large drops of of one more oils to a small misting bottle, like the ones used to mist plants, and use liberally on furniture/bedding/rugs/carpeting/etc. ** - NOTE: some materials don't like oils (diluted or not) so test a small area for potential discoloration/damages first.
If you are wanting a "topical" (skin/hair) application for yourself and your kitten then your best bet is a blend of lavender and jojoba. You ALWAYS have to dilute therapeutic grade essential oils with some type of carrier oil and jojoba is my carrier oil of preference for it's inherent properties. You can also use olive oil, shea butter, cocoa butter, etc. Just be sure you are getting 100% pure (I sell over 250) therapeutic grade essential oil and not "fragrance" essential oils that are alcohol based. Pure oils can be pricey depending on the the ones you want (rarity, seasonal supply, distillation method, etc.) but they are well worth the investment.
