The first Costco location Sampson mentioned is the one I go to. It is close to downtown (centro) TJ. If you leave downtown by heading east on 6th street, you will pass through the 3 to 4 blocks that make up TJ's fish market. At the end of the fish district you will see this Costco.

There are at least two. One is between Paseo de los Heroes and Sanchez Toboada. Sorry I cannot remember the road that intersects the two. The other is on the Via Rapida in La Mesa, just a bit past the Insurgentes exit.
