In Costa Rica the girls from Nicaragua ect are often have immigration issues...or must leave CR for 1 week every month. Tica's look down on the migras...Like the scene in Prague or AMSTERDAM...foreign working women are the target or originally recuited by Mafia men. Russian, Ukrainian, Dutch, German, who travel and round up "workers". The typical M O is the pimp will hold their passport- then they can not leave the country. In many cases they have no papers and are at the mercy of recuiters. This makes the typical TIJUANA worker relatively free of the bondage, exploitation and misery that immigration status can cause. In this context it is hard to compare the homogenous group of sex workers in TJ to more diverse spots like CR, ADAM, CZ...and thus it is a mistake to draw conclusion on the need to regulate the sex trade elsewhere based on obsevations made in TJ.
