How to clean a hubmar aromatherapy nebulizer?

After using the nebulizer (looks like a rice cooker) for about 3 weeks without cleaning it the potency of the oil was diminishing. The owner's manual says to only wipe with a clean cotton cloth, so I did, this method is not removing the odor of lemon and the oils, although stronger are not the same as before. The bottom of the unit has what looks like a silver covered cardboard "atomizer" tab. One site mentioned to run 1/2 solution of alcohol in a nebulizer then run it with clean water. The unit they showed was a glass unit so it is not similar.

Does anyone have any suggestions?
