The Secuirty Guards in Tong Ren Lu are not like the security guards you have up in Beijing, I worked in Beijing for 9 years since 1993 and i know of the ones you mean but are not the same as the ones here. The Guards in Tong Ren are a private security company and are NOT ALLOWED to detain foreigners in case of a wrongful arrest or for in fear of causing abh or gbh (actual bodily harm, grevious bodily harm)
Some of the guards are a little "gung ho" and will step in occasionally but i have witnessed many many fights on tong ren and they just look the other way or get on their radios to alert the Police

As you said the security guards are not regular police they are a part of the massive security apparatus here in china and whilst they do work for the 'establishments' they can and will detain if they have (are told) to. If they are detaining a foreigner I would not like to be that foreigner as the 'community' response would probably be 'not nice' for the foreigner.

I have seen these guards detain chinese people and they are not exactly gentle and the locals join in, saw one detainee trussed up with wire cables, tied onto a trike and being wheeled to the police station, very slowly, the locals were beating the shit out of the guy and the screams were horrific this was in central beijing longfu square.

Best we all behave in public and avoid any possiblity of adverse situations.

They ARE security Guards, i have a couple of friends that work in Blue Frog and Judys and each bar pays 5000rmb a month to have the secuirty patrol; up and down the street from 7pm-4am everyday, There are also cameras outside the enterance of EVERY BAR (they are dark blue and shaped like a huge dd cup, posted underneath the lower street lights) The Security have an office where the cameras are monitered upstairs of the 3rd floor.
There job is to keep the sound level down by closing doors of bars, keeping the hookers and beggers away (which they do a shit job) and basically assist the Police if called upon, however they CANNOT areest or detain you. The uniforms are made specifically to look like regular Police Officers as a detterrent rather than to look kool

some security guards have uniforms that are 99% like police uniforms, even after seven years here (in beijing) I sometimes have to look twice to see if they are police or security guards.
Sometimes the only noticable difference is the narrow band around the hat even the badges are almost indistinguishable.
Like all of china the security guards are a part of the security apparatus even those at a bordello - makes one wonder how much connection there is between the police/government officials and our favourite places for 'entertainment'.

Sure looked like cops - I've been there a couple of times (just eating at Blue Frog) around that time, and never saw those guys before. That was a few months ago though. I'll have to go for another walk and take another look...

There are limited street walkers on Tongren Lu because there is hired security (not police) that keep them away. When leaving the bars at 3 or 4 in the morning there always seems to be some, but I am usually drunk or already with a girl.

You were there on a Sunday or Monday night at 8:30pm? Those are the slowest nights of the week and the action doesn't start until after 11 on any night of the week. For earlier entertainment you might try Malones on Tongren Lu across Nanjing Lu.

Maybe inside the bars, but I just went for a walk down Tongren Lu (around 8.30pm) and was amazed by the total lack of hookers outside Manhattan area. Instead, four police, pacing up and down the strip. A couple of girls called out to me from inside somewhere called GoGo something, but that was it. Yes, it was early, but a very dead feel.

It looks like the police cleanup reported in the Beijing forum is affecting Shanghai, too...
