On March 8, officers with the Hurricane Police Department received information that a woman at Virgin River Spa was offering sexual services in exchange for money.
The woman, identified as Chen, allegedly attempted to perform sex acts on two men who were there to get a massage.
On April 30, officers responded to the spa to serve a search warrant to seize all electronic surveillance devices.
At the same time, a man arrived, parked his truck, and walked into the facility, the affidavit states.
The officers walked inside and met with a woman who identified herself as Liu. They asked her where the man went, but she denied that anyone was there.
Officers cleared the building. No one was located.
After several minutes, officers saw the man leaving in his truck. They stopped him, and he said he was propositioned for sex acts when he went inside.
He said that when Liu saw the officers entering, she rushed him out the back door.
Both of the women were taken into custody and transported to the Purgatory Correctional Facility.
